Dear Sir:

I am in receipt of your letter of the 17th inst., in regard to the application of Leo M. Frank for a commutation of his sentence from death to life imprisonment, and in reply thereto will say that I have given the matter careful consideration and have consulted with others in regard to the same. I am of the opinion that the evidence in the case is not sufficient to warrant a commutation of the sentence. I am therefore constrained to recommend that the application be denied.
